About

Wilmer Ramiro Hidalgo Tandazo was born in Macará in 1980 and currently serves as Acting Consul General of Ecuador in New Jersey and Pennsylvania. A Minister in the Ecuadorian Foreign Service, he has more than 22 years of diplomatic experience and has participated in numerous bilateral and multilateral negotiations throughout his professional career.

He earned a degree in International Business Management Engineering from the Catholic University of Guayaquil and a Master’s degree in International Trade Negotiation from the Université d’Angers (France). He also completed a specialization in Public Administration at the Instituto de Altos Estudios Nacionales (IAEN), as well as diploma programs in migration, governance, and the right to non-discrimination at the National Autonomous University of Mexico (UNAM) and the Centro de Investigación y Estudios Superiores (CIES). In addition, he successfully completed with distinction the Strategic Studies Module of the 46th Course at the Joint Military Defense Academy of the Armed Forces of Ecuador.

Throughout his diplomatic career, he has held several key positions, including assignments at the Mission of Ecuador to the European Union and at the Embassy of Ecuador to the Kingdom of Belgium and the Grand Duchy of Luxembourg from 2008 to 2013. He later served at the Embassy of Ecuador in Mexico from 2015 to 2020 and most recently as Deputy Consul General in New York in 2025.

He has also served as Director for the Protection of Ecuadorians Abroad, Zonal Coordinator 6 of the Ministry of Foreign Affairs and Human Mobility, Deputy Coordinator of Ecuador before the Union of South American Nations (UNASUR), Chief of Staff of the Undersecretariat for International Economic Policy, and Chief of Staff of the Undersecretariat for Migration and Consular Services.

In addition to his diplomatic work, he has served as a university professor in Ecuador and Mexico and has published several scientific articles in specialized journals on international affairs.

Beyond his professional career, he is passionate about painting and has exhibited his own conceptual artwork, with a marked preference for oil on canvas. He has also written poems and short stories—both published and unpublished—focused on costumbrista themes.
